ENSURING ACCURACY IN CIVIL SERVANT PERFORMANCE EVALUATION: IMPLEMENTATION OF THE E-KINERJA SYSTEM IN CENTRAL KALIMANTAN’S DEPARTMENT OF TRANSPORTATION

This study aims to analyze the implementation of the E-Kinerja system at the Department of Transportation of Central Kalimantan Province in ensuring the accuracy of performance evaluation for civil servants, including its supporting and inhibiting factors. A qualitative approach with a case study method was used, conducted from January to April 2025. Data were collected through observations and interviews with the Secretary of the Department, Head of the Transportation Division, Personnel Subdivision, and several staff members. Data were analyzed interactively through data reduction, presentation, conclusion drawing, and verification using source and method triangulation. The findings indicate partial success in the system’s implementation, with several significant challenges. Therefore, strengthening training, system integration, technical feature improvement, and fostering a digital and accountable work culture are needed to achieve meaningful bureaucratic reform.
