Abstract

The issue of Uninhabitable Houses (Rumah Tidak Layak Huni/RTLH) in Central Kalimantan remains a critical concern that affects the well-being of low-income communities. This phenomenon not only reflects disparities in access to decent and safe housing but also indicates a lower quality of life and underdevelopment in residential areas. This study aims to identify the causal factors of RTLH in Central Kalimantan, analyze the resulting social and economic impacts, and evaluate the role of the Office of Housing, Settlement Areas, and Land Affairs of Central Kalimantan Province in addressing this issue. A mixed-method approach with a descriptive qualitative design was employed, utilizing in-depth interviews, direct field observations, and documentation for data collection. Data analysis was conducted through data reduction, data presentation, and drawing conclusions systematically. The findings reveal that the main causes of RTLH include low household income, limited access to housing assistance programs, and unsupportive settlement environments. Additional contributing factors include resource constraints, low community participation, and suboptimal inter-agency coordination. The Office of Housing, Settlement Areas, and Land Affairs has implemented several housing assistance programs; however, technical and administrative challenges hinder their effectiveness. This study concludes that the agency plays a crucial role in reducing the prevalence of uninhabitable houses, but stronger synergy between local government, communities, and stakeholders is necessary to ensure that programs are more effective, sustainable, and well targeted.
