Abstract

The performance of civil servants (ASN) is a crucial determinant of the effectiveness of government administration and the quality of public service delivery. A strong organizational culture is widely recognized as a significant factor that shapes the behavior, motivation, and productivity of civil servants. This study aims to analyze strategies for strengthening organizational culture as a means of improving the performance of civil servants within the Provincial Government of Central Kalimantan.

The research employed a descriptive qualitative approach, utilizing data collection techniques such as in-depth interviews, field observations, and document analysis. The findings indicate that the strengthening of organizational culture is primarily achieved through the internalization of core values, including integrity, innovation, and a strong orientation toward public service. These values serve as the foundation for fostering accountability, adaptability, and professionalism among civil servants.

Several supporting factors were identified in the successful implementation of these cultural initiatives. These include consistent leadership support, the establishment of clear regulations, and the implementation of value-based training programs that align civil servant behavior with organizational goals. However, the research also highlights a number of challenges, such as resistance to change, weak internal communication channels, and the absence of an integrated system for performance evaluation.

Based on these findings, the study recommends several strategic measures. These include optimizing value-based development programs, enhancing leadership capacity to act as role models in driving cultural transformation, and strengthening mechanisms for performance monitoring and evaluation on a regular basis. By adopting these strategies, the Provincial Government of Central Kalimantan can foster a more effective and responsive public administration system, ultimately leading to improved governance outcomes and better public services.
